Developers decry bureaucracy in Rwanda land offices

Property developers blamed districts land bureaus for delays in
release of property documents and transfer of ownership.

Charles Haba, president of Real Estate Association of Rwanda, said
though application process for construction permits has been
streamlined, inefficiency at land district offices has stalled some
development projects.

"The challenges are with the districts notary and their land bureaus,
there is a very poor system of filing; officers can take longer
retrieving a file that got lost because of negligence," he said.

An investor who asked not to be named said that he bought a piece of
land in Musanze District in Cyuve Sector to build a hotel said he has
been stopped by district authorities from developing it. He bought the
land at Rwf.17 million.

"The district officials told me the area was designed for farming,
although I was given necessary documents to start my businesses," he
said.

Contacted for comments, Gasabo Mayor Will Ndizeye, said all land
documents are channelled to Kicukiro District for approvals.

"We have begun processes of recruitment and we expect the notary
officer to be at work next month, meanwhile we will still process all
land cases to Kicukiro District," he said.
