Natif de l'Isère, Paul Barril a aujourd'hui 68 ans et la maladie n'a pas eu raison de la mémoire vive de cet ancien membre de la cellule antiterroriste de l'Elysée, sous François Mitterrand. Il s'apprête à sortir un livre sur le Rwanda dans lequel il désigne le président rwandais, Paul Kagame, comme "commanditaire" de l'attentat commis le 6 avril 1994, véritable "détonateur" du génocide. 
Autour de cette "affaire" rwandaise, il y a des intervenants du monde entier. Des Français, des Canadiens, des Américains... Et pour cause. Selon Paul Barril, la richesse minière des lieux y serait pour beaucoup. 

Mais ce "j'accuse" lancé par Paul Barril tombe à l'heure où le capitaine est lui-même soupçonné d'avoir activement participé au génocide rwandais. L'ex-gendarme de l'Elysée est accusé d'avoir signé, en mai 1994, au plus fort du génocide, un contrat d'armement de 3 millions de dollars avec le gouvernement hutu rwandais. Ce qui nie Barril.
