Should Sam Kutesa of Uganda be head of the UN?

It is not clear what the liberal West will do over Uganda's attitude
to women's and gay rights

The likely appointment of the Ugandan foreign minister Sam Kutesa next
week as president of the United Nations is causing increasing
controversy. Mr Kutesa is dogged by corruption allegations and is a
declared supporter of Uganda's recent anti-homosexuality law, which
authorises life imprisonment for "repeat homosexuals".

He is, none the less, set to become the ceremonial head of the UN,
after being selected by the African Union for a year in which it is
Africa's turn to appoint the candidate. Milton Allimadi, a Ugandan
journalist in New York, said that Kutesa represented "the very
antithesis of what the UN is supposed to embody globally – peace,
security and human rights for everyone".

What the row illustrates is the growing difficulty of persuading other
countries to endorse the West's broadly liberal world view on the
rights of gay people and women in particular.

What remains to be seen is whether liberal orthodoxy has the desire to
flex its muscles in the way that repressive ones seems very ready to
do. In the Seventies, Private Eye magazine coined the phrase "Ugandan
discussions" as a playful euphemism for an affair. In 2014, in the
context of the UN, it has taken on a more serious meaning.
