Depuis juillet 1994, le Rwanda connaît une oligarchie unique au monde en ce qu'elle est couverte de lois taillées sur mesure, pensées dans l'objectif de réduire le citoyen en général et le Hutu en particulier à leur plus simple expression et de renforcer une tyrannie plongée dans un népotisme archaïque comme c'était avant 1959.

L'assortiment se situe à un discours inoculant la haine aux jeunes Tutsi triés sur le volet envers leurs compatriotes Hutu déjà discriminés. Les Tutsi ne sont évidemment pas épargnés par des assassinats tant qu'ils suggèrent la réconciliation, le sens humain, la bonne gouvernance ou le partage de la mémoire.

L'auteur épluche les faits et documente ce volume avant d'arriver à la conclusion que loin de favoriser le vivre-ensemble, le pouvoir profite de son impunité, s'embourbe dans des relents vieux de quelque 900 ans et culmine par des flots de sang.

Le Rwanda a donc besoin d'un juge qui mette fin aux spéculations sur les crimes présumés des vainqueurs de la guerre d'octobre 1990 par une décision leur conférant l'autorité de la chose jugée et par ricochet, débouchant sur l'ouverture de l'espace politique.

 D'origine rwandaise et résidant en Belgique, NDANGALI Christophe SEGAKO possède une formation universitaire multidisciplinaire (Licence d'enseignement, Maîtrise de linguistique et Diplôme en droit). Il anime actuellement un service juridique à Bruxelles en Belgique.
