Don't Blame the Victims in Rwanda

The essay "A Strongman Who Exploits U.S. Guilt" (Review, April 19)
provides a platform in the two-decade-long campaign to blame Tutsi
victims for the genocide waged against them.

The International Criminal Tribunal for Rwanda has clearly and
repeatedly confirmed that the 1994 genocide was a state-orchestrated
campaign of ethnic cleansing that nearly achieved its goal of
annihilating Rwanda's Tutsi population; apocryphal accounts of revenge
attacks are transparent attempts to obscure the historical record and
create a moral equivalency.

Your essay perpetuates the hoax by accusing Rwanda of pursuing
"cold-blooded ethnic revenge" through its interventions in the
Democratic Republic of Congo in the decade following the genocide.
Despite two decades of investigation, there is no forensic evidence or
credible testimonies that mass, targeted ethnic killings took place in
the DRC.

In addition, a substantial minority of the Rwandan army that liberated
Kigali 20 years ago and awakened the nation from its nightmare was, in
fact, Hutu. Today, the majority of the army and Parliament are Hutu,
and under the protection of this army, approximately 2.5 million Hutus
have returned to their homes in Rwanda from the DRC and fully
integrated themselves into a peaceful society.

These facts aren't well known because the citizens of Rwanda,
including its leaders, no longer discuss tribal identities even when
it is in their own interest.

Your essay fuels the "new Hutu Power" movement whose goal is to
obfuscate the issues and complete their decades-old unfinished
business by turning the perpetrators into victims and the victims into
villains.
