Yes this is the Rwanda way of behaving Sir/Madam! We offer gifts when we have opportunity.
Please be aware that Habyarimana as well gave three high producing cows and seeds of various crops to His Excellency Yoweri K. Museveni when on state visit to Rwanda. The visit was happening a few time before Uganda allowed military invasion to that Rwanda!

Rwandan President PaulKagame offered cows to Tanzanian President John Magufuli in honour of their growing friendship
As part of Rwandan tradition, President Magufuli was given the shepherd’s stick and selected five good looking cows as a gift that symbolizes love expressed to a trusted and reliable friend.
Magufuli enjoyed the cultural hospitality at Kagame’s private home during his recently concluded state visit to Rwanda.
“We are delighted to welcome you and your delegation. You're in your brothers' place.” Said President Kagame
