RDC-Le Rwanda bloque des sanctions de l'Onu contre le M23

Le Rwanda a bloqué au Conseil de sécurité de l'Onu une initiative de la France et des Etats-Unis en faveur de sanctions contre deux commandants des rebelles du M23, actifs dans l'est de la République démocratique du Congo (RDC), a-t-on appris mercredi auprès de plusieurs diplomates.

Les Etats-Unis et la France ont présenté au Conseil des documents selon lesquels le colonel Vianney Kazarama, porte-parole du M23, et le commandant Erick Mboneza avaient commis des crimes qui les exposent à des sanctions de l'Onu.

Les documents font aussi référence à un rapport d'experts de l'Onu, qui dit qu'Erick Mboneza et un autre commandant du M23, le colonel Kaina, ont été vu en compagnie d'officiers rwandais entre mars et mai 2013.

Les experts de l'Onu et les Etats-Unis accusent régulièrement le Rwanda de soutenir le M23, ce que dément catégoriquement Kigali.

Des pourparlers entre la RDC et le M23, organisés à Kampala, capitale de l'Ouganda, à la suite de la brève occupation de Goma par les rebelles fin 2012, se sont depuis enlisés, provoquant de nouvelles hostilités et des tensions entre Kinshasa et Kigali.
